At Street Level is an ethnographic film about a small community-based environmental justice NGO struggling to improve local air quality. The film shows how West Oakland Environmental Indicators Project (WOEIP) uses science to persuade policymakers that environmental changes are needed in West Oakland, California. Adjacent to the Port of Oakland, the community is severely impacted by diesel particulate pollution. WOEIP initiated the ‘Personal Air Monitoring Project’ to have students and out-of-work community members walk around the neighborhood with an industrial air-monitoring device to collect data about local air quality. The results of their research have brought WOEIP national attention.
